Email Parsing - can a line be added in the admin?

Or something?

I need to send out under 500 an hour via my host perimeters.

Please don't tell me to use mailchimp or some other system - I want ZenCart to actually be the contacting entity that has already got the 2700 customers in it.

There's no function I'm aware of in Zencart (or mod therefore) that will throttle email sending rates.
