I can keep giving you suggestions and help you move things around but do the added css elements and rules applied to them it could easily alter other css elements and their intended layout.

Everything you are asking is doable but not through the forum.

I agree that my website developer does not have experience in php programming, the template was designed but once we asked for changes things went downhill, I will send you the files.

A file that wasn't emailed to me was /includes/templates/YOUR_TEMPLATE_NAME/common/tpl_tabular_display.php

If that file does not exist, create it - or copy it from /includes/templates/template_default/common/tpl_tabular_display.php

In that file (my code line #20) find:

In the product_listing.php file I emailed you, I removed the quantity discounts table from having its own column to accommodate your requested layout so you may have to remove it from the following file:

In includes/modules/pages/index/main_template_vars.php, find and remove
'PRODUCT_LIST_QUANTITY_DISCOUNT' => PRODUCT_LIST_QUANTITY_DISCOUNT

It looks like there is '$0.00' which should not be there, the last row of the qty discount table.

Also, is there a way to move the qty 1 price into the table also so that it looks like below:
