french funny characters

How can I fix this?

Did searching, I think its my paypal IPN. I have two websites on the same domain , each site has its own direcrory on the same server with two separate database on the same server.
Could this be it..
Example: site1 (which works) has http://domain name/ ipn_main_handler.php
site2 (doesn't work) has http://domain name/french/ ipn_main_handler.php

How can I get around this?

To see the live example of my problem:

Then if I use the French site (shop cart works up to shipping point then gives error

Any ideas what causes the error?

Ok.. found out..it works if i take first option Xpresspost , this option has no funny characters. If I take the other two options with funny characters it doesn't work, meaning it doesn't go to the next step.
How can I fix this.. is this Canada Post module or something else

Is it possible my problem is the the database. I basically, for the French site made a copy of the English database then renamed it for the French SQL database.
Any input is appreciated...

When I changed the language default to english from french, problem is gone..
When I place it back to french as default the funny characters on the canadapost page returns..
The database, MySQL connection collation is set to utf8_general.ci and the creation table on database operation is set to Latin1_swedish_ci

Well found a solution from this forum.. Not sure if this problem is from Canada Post server or candapost.php script.
My solution.. fix.. for now is to, forced the canadapost module to always use english instead of the current language in canadapost.php.

I replaced this line :
$this->language = (in_array(strtolower($_SESSION['languages_code']), array('en', 'fr'))) ? strtolower($_SESSION['languages_code']) :MODULE_SHIPPING_CANADAPOST_LANGUAGE;

by this line :
$this->language = 'en';
