In Stock quantity not subtracting with purchase

To have products that provide a special price for the first 100 customers without using a coupon, I have set up a separate category and am using the "Free Products" type to show the quantity in stock.

Admin > Reports > Products low stock shows the number remaining but the cart page only displays the original value entered. These products are download only. How can I get the "In Stock" value to reflect the proper quantity in stock?

Check your settings in
admin > config > stock

I have the following settings for config > stock:

Check Stock Level = True
Subtract Stock = True
Allow Checkout = True

Far as I know, the stock tracking function doesn't apply to downloadable products. Some thoughts here:
