Desperately need help with taxes

I have a shop in Canada. We need to charge tax on the total of goods + shipping charge. ie. If goods are $1.00 + shipping is $1.00, tax needs to be calculated on the total of $2.00.

For tax purposes, I have defined a zone for each province. I then defined a corresponding tax rate for each zone. All tax rates are set to 0 priority.

For shipping purposes, I have a Canada zone, a US & Canada zone, and an International zone (anything outside of US & Canada). I have added the appropriate countries to each of these zones. There are no tax zones defined in these zones.

I have selected US & Canada zone for my shipping module's shipping zone.

I have my Basis of Product Tax set to "Shipping" and my Basis of Shipping Tax set to "Shipping".

However, when I go to checkout, it will only calculate the tax on shipping in my shop's province. All other zones will only calculate tax on the goods.

Can anyone tell me what I've done wrong? :wacko:

Ughhhhh. Admins, you can delete this thread. The problem was with my shipping module, not my tax setup. The shipping module did not have the tax basis function defined properly.
