One shipping cost for some items then flat rate for 2 or more

I currently offer flat rate shipping of $9.50.

However I have many products that cost me cheaper to send. Is it possible to add individual shipping rates per item for when the customer purchases one item, and then if they purchase more than 1 item it automatically reverts to the flat rate of $9.50?

You could customize the Per Unit perweightunit shipping module and based on if there is 1 item in the cart then use the Product Weight as the charge, otherwise charge the Flat Rate of $9.50 ...

I am assuming when Product A is in the cart for Quantity 2+ that you want the Flat Rate Charge of $9.50 ...
