unable to get download product to work error 403

Hello, I have see many of the review on this my error is this: > Forbidden

You don't have permission to access /store3/pub/.bgducmeeyphhtglsqft-1372600588/murano.zip on this server. I have contact startlogic and they are unable to help. So I was wondering if you can help me figure out what to do?
I read this about the htaccess ```

the following line is needed to allow Download-By-Redirect to work

Options +FollowSymLinks

But don't know where to put it?
Also the forum refers to by passing it in admin area but I went to the admin area in zen car and don't see anything in their: I found this in the forum > I know that for security reasons the attributes for downloadables should be set to "Download by redirection". If I do that, I get an error message telling me that "I do not have permission...etc."
