Different tax rates within one state

Virginia now has different tax rates in the state. Some parts are 5.3%, others are 6%.

The only way I see to accommodate this is to have a list of cities / towns and a tax rate assigned to each one. Does anyone know if there's a plugin to facilitate this?

Local Sales Tax: Allows you to hand enter city or zip code based tax rates (along with Zen Cart Tax Class on the product). Adds the additional tax rates (based upon the entered rules) to any configured "state" tax rate. Requires hand updating when tax rates / rules change.

TaxCloud Sales Tax Lookup: Allows you to use a 3rd party (TaxCloud) to lookup sales tax based upon items in the order, address, and other considerations. Requires agreement with 3rd party. 3rd party manages updating tax rates / rules when they change.
