ULTIMATE_CROSS_SELL_TYPE stuck on 3

I have ultimate cross sell that seems to be stuck on related items only. I can't use up sell or cross sell at all. Looking into the configuration database I can see that no matter what i do the constant ULTIMATE_CROSS_SELL_TYPE never gets changes. Anyone know what files I should look at to resolve this?

Which version of zen cart are you using, and which version of ucs?
