Qualification of question. The question doesn't imply using CSS "background" syntax to accomplish the animation. The Flex -or whatever- code would replace that CSS effect on the launch page. In whichever file the CSS formatting currently determines the launch page "background", there would be Actionscript or HTML5 code installed within tags analogues to the PHP tags.
