At step 2 of 3 of the cart process all transactions that are free get this message

Payment Method:
Sorry, we are not accepting payments from your region at this time.
Please contact us for alternate arrangements

Is there any way to edit the code/messsage?

In the payment module what if anything do you have in
"Payment Zone
If a zone is selected, only enable this payment method for that zone."
