Change Address not working during checkout process

It has been brought to my attention that the change address page does not work during the checkout process. After all the required information is inputted, it returns you to the same blank change address page with nothing saved. If you log in and go to your account and change the address there, everything appears to be fine, as well as if I log in as an admin and change the address that way.

My thoughts are that something was not uploaded properly but I am not sure where to begin looking to see what file should be re-uploaded and I wasn't sure if re-uploading everything would overwrite anything already in the store.

Without being logged in how is the cart supposed to know whose address to change?

If they are logged in and attempting to use the change address on the checkout page - then try switching to the classic template and testing it
