Gift voucher can be released before it's paid

I a.o. use the "money order"-module. When a customer confirms a voucher order, the state becomes "pending [2]". Even if the voucher is NOT "paid [3]", but still pending I can release it!? My mistake or configuration error or?

What is the setting in the Modules ... Payments ... Check/Money Order moneyorder for the Order Status? :lookaroun

Pending[2]. The payment module I use is Moneybookers.

In the Modules ... Order Total ... Gift Certificates ot_gv set the setting on:

Queue Purchases
true

Now when GVs are purchases they will be queued for you to review before they can be released ...

Once you release it, the Gift Certificate is available to the Customer, regardless of the status of the Order ...
