Directory structure: templates

Is there some rhyme or reason for what seems like a repetition
of directory names for the files in

 \storeName\includes\templates\template_default\templates\

Why templates, then default, then templates again? I'm confused.

includes/templates contains all the separate template folders.

template_default is just one of the available templates and the files therein are defaulted to if another template isn't specified in admin - tools - template selection

includes/templates/template_default/templates contains template files which aren't contained in the other folders under template_default, like /common and /css.
