Customer cannot specify an address in Australia

I have a customer from Gilmore, Australian Capital Territory,(ACT) Australia who could not complete the shipping information because her city is not in one of the drop down provinces. She is from what is called "Australian Capital Territory" which is not part of any province. Zen cart won't allow her to complete the address without a province. What should she do? How do others work around this problem? Sounds simple enough to add ACT as a drop down option. How to hack it? Why is it not already provided as an option?

Could you go to your Zen Cart Admin to the Locations / Taxes ... Zones ... and see what you have there under Australia ...
