[Done] Dashboard widgets are not multilingual

Although there is a parameter in the database tables to record the language id with the widgets it is not used, as with ez-pages.
So when I switch my admin panel from English (language_id = 1) to another language the widgets disappear.
As far as I can see this has not yet been addressed in any github commits.
I can take a look at the code to establish proper displaying of the widgets after the weekend, for now I just hard-coded them in to the database on my test-site.

Question though: in the test above, a widget was "installed" in language 1, then language was changed to language "2" (or another language) and the widget disappeared. Was it possible to install the widget again in the new language? Sounds like may be more like the sideboxes: there is an initial setting for a template (language), activate a new template and the sideboxes go haywire until reset. May have something similar here?
