Setting shipping costs

Hi everyone. :smile:

I live in Ireland.
I was able to set free shipping for orders above €100, but for orders under €100 I want to set a flat rate shipping fee for Ireland, and another fee for all other countries I ship to, whatever is the order weight/quantity of items. I was able to set the free shipping for orders above €100.

I was googling some info on this (bear with me, I'm a novice, lol), and I understand that I have to set zones, I guess I must use just two zones, one for Ireland, and one for all other countries. Can someone explain to me the right steps for this? I went to "zones" in my zencart admin, and what I see is a list of countries with zones inside each of them... what are these for? And do I have to add zones for Ireland (counties like Dublin, Kerry, Cork, etc.)?
