FedEx module Displays wrong rates to customer, Debug shows correct rates to me

i have contacted FedEx and they say all is well, Module is working.
i have looked at my debugging of fedex and can see the correct rates displayed.
They just wont display the correct rates to the customer.
any ideas?

here is my debug.
It is pulling both ACCOUNT and LIST Rates But shows ACCOUNT rates to the Customer, Even though i have have LIST Checked Off.
