cant log in to admin and site is not fully working

It will not let me log in with my usual user and password
if i click resend password it does not recognize any of my emails
is this a database problem possiby?

We need a lot more information.

After a quick look at your site it look like you may have attempted an upgrade and something went wrong.

v 1.9h
was setting up a second zencart with new v1.5 and was checking databases for use on my host MySql (no changes) and when I set up database to new store (used same one as v1.9h because I was going to get all product and customer info over to new)
addons are Whos Online, and Lavendar template on v1.9h

You can't take a 1.3.9h database and just drop it into a 1.5 install without upgrading the database first.

This article pretty well covers most of the "How do I upgrade from one version to another" as well as addressing the "How can I keep my store open while upgrading". It may feel overwhelming at first (it is a long article), but it is probably the safest, easiest, and fastest way to handle upgrading.
