Down For Maintenance No Longer Showing Image

When I put my store into Maintenance Mode I no longer see the image of the two women with hardhats with the Down for Maintenance message. The only thing I see is a small red banner at the top saying, "NOTICE: The website is currently Down For Maintenance to the public."

When I look at my files I see the file down_for_maintenance.gif is present in includes/templates/template_default/images.

I'd like the image of the two women in hard hats to appear across the page along with the message that the website is down for maintenance. How can I regain that image/message?

Is your IP included in the Admin-> Configuration-> Website Maintenance -> Down For Maintenance (exclude this IP-Address) ?

The Value for that setting is your IP (ADMIN), <Web IP Address>

So, I guess it is included.
