getting no emails for " Forgot password"

I have been looking all over the forum and what I am finding is not helping. I even found the suggestion for adding this line:
"$entropy = sha1_file(DIR_FS_CATALOG . DIR_WS_INCLUDES . 'configure.php');" to password_function.php.. and still no help..

I do not see any errors , but no emails with reset password either..

any idea? anyone?
