Zone rates oddity

1.3.9a installation.

We use zone tables to calculate shipping costs. Orders over $100 get free shipping.

Recently we had a pretty simple order, 6 items, totalling $108 to a U.S. address. The cart added in shipping costs of $8 (which apparently were calculated on a lower order value).

Any idea why this would happen?

I've pasted the corresponding zone table below.

25.00:6.0,50.00:7.0,75.00:8.0,99.99:9,100000:0.00

Doesn't seem to make sense. A link to the site would let us fiddle around and see if we can spot something.

It doesn't make sense to me either.

The products ordered were two yarns (loft and shelter) various attributes of each.
