Fixed quantity price per order quantity

I am new to this and it's killing me on how to figure this out. Working on a printing shop cart and pricing is based on order quantities but not a percentage off. I tried using quantity discounts and needed to go out 13 decimal places for the price to calculate correctly but the discount has a 4 decimal place limit. If I set the minimum quantity and discount value to the desired price the pricing grid shows correct in the cart but the item cost if added to the cart is multiplied by the quantity.

Here is what I need for pricing on this one item. I placed actual cost each on the right for a few items to show the decimal places required in order to use actual price.

I have read every post I can find and I'm stuck or just not understanding what I am reading. How would I handle pricing a qty of 1,400 brochures without having a decimal cost each? Thanks in advance for any suggestions or is this not possible?

The stock discount quantity works with a range 0 - 100 = $.95, 101 - 150 = $.90 etc.

If you need 13 decimals, you'll need to change the database tables that handle the initial calculation to accept more than 4 digits.
