Bizarre problem w/ accounts being created without phone numbers

Hi,
for a site i recently built there a few instances of accounts somehow being created without telephone numbers.

my client is a little upset about this, but when testing i can't figure out how it is happening.

i tried setting up new accounts, COWOA, editing an existing account and trying to remove the tel num,
entering in white spaces in the telephone field for a new account,
and everytime the error message is generated.

ie, everything seems to be working fine and i am mystified why this is happening.

anyone have any ideas or feedback on this?, if so, please let me know, big thanks

Most of the time, those accounts are being created when the customer goes to Paypal before/without creating an account in the store, and Paypal isn't configured to capture the telephone number.

oh, i see, yes they just hit the Paypal express button,,

You can force Paypal to include the telephone number, but I can't remember exactly where that configuration option is.
