How do I make an "Under Construction" page ?

Hi:

I have been rebuilding a site that was originally done in FrontPage within another ZenCart site. I would like to close the old one and bring up the new one with an 'Under Construction" page as the home page for now. I would also like to be able to gather email addresses for those that are interested in the new site. I'm not quite sure how to do this as I had used templates to build the ZenCart sites. If there are templates for this that would be great. Please let me know. Here is the uncompleted site:

You can customize the down for maintenance page for this. Use admin--configuration--website maintenance
