usps and ups modules

Am I missing something? Are the usps and ups modules not installed out of the box any more??? I have gone to Admin /Shipping/Packaging and put in the zip code. Then I go to Admin, Modules and I don't see them.

Opps, never mind. I found it. It jumped to the bottom of the page when I posted.

Does the 1.51 or the usps Module not give first class mail. I have the product weight correct, and what looks like the usps settings right. I have two other carts 1.38 and 1.39 and both give the quote.

I'm shipping from 27265 and to 27284 (next town over) I have tried a few rates but am now down to .01 (so it won't come up free) and I have the defaults for min and max on package size. That is the numbers usps have to have but don't do anything.
