Free shipping only for 1 Zone - everywhere else Flat Rate

I can't get the shipping module to do the following:

1. Billing address "local" and shipping address "local" (in my case Australia) is free.
2. Billing address "overseas" and shipping address "local" (would only sometimes happen) is free.
3. Billing address "local" and shipping address "overseas" (in my case everywhere NOT Australia) is Flat Rate ($20.00).
4. Billing address "overseas" and shipping address "overseas" (in my case everywhere NOT Australia) is Flat Rate ($20.00).

I've tried a few things, but it does odd things indeed.

What shipping module(s) do you have installed?

At the moment it looks like this:

Free Shipping Options freeoptions is showing as yellow which means it is either disabled or has a Zone set on it ... in your case, you have it disabled ...

First, you are using Sort Order on your shipping modules, except for Free Shipping Options freeoptions ... if you want that first, then renumber your Sort Orders with that one as 1 and edit the other shipping methods and change their values up higher so that all have an unique Sort Order that is greater than 0 and not duplicated ...

Next, make a Zone Definition for the 1 Zone that can use Free Shipping Options freeoptions with the DETAILS defined to include belongs to that Zone Definition and add it to the shipping module Free Shipping Options freeoptions ...

On your other shipping modules, are they yellow due to Zone Definitions being set or are they disabled as well?
