Free shipping in north america for orders > $200?

My zone rates are set up by weight. In the past I copied zone rates and created zone rates express. I tried to create zone rates value and set
CA,US 200:0

On checkout I see "Rate Value-based Shipping: rate cannot be determined at this time, $0". So either the message is wrong or the whole system is failing.

Please: what is the correct way to set up the free shipping I'd like to offer?

What are you using to manage the Free Shipping for orders over $200 in the US?

Ah yes, I should have mentioned. I'm in Canada. My zone rates are weight based, not price based. I don't currently offer free shipping to anyone. I'm trying to figure out how to make this possible.

To give Free Shipping on Orders > $200 I'd suggest using Free Shipping Options freeoptions with Total >= 200 (or adjusted as you want it) then add a Zone Definition with the DETAILS set to who gets this ...

Next, you would need to customize the Zone Rates zones shipping module to disable it properly, or, just allow it to show without being able to be selected and the customers from Canada and US can pick the Free Shipping Options ...
