I'm trying to think of a reason an admin would need that kind of restriction. Can you enlighten me?
How would an admin remove a mistake? Like a double entry, etc.

If you want other admins to be able to create categories and products, but not delete them, you'll need to write custom code.

It might help us help you if you explained what you're doing with your Zencart site that leads you to ask all these questions about admin restrictions. I have a feeling you're trying to allow designers or others to upload products to your site, but not be able to delete or change other's products, as with a scrapbooking site. I think there is a commercial plugin that will do that, but I don't know where to find it.
