Can I add extra charges based on customer's payment module?

I would like to know if there is a plugin that can set up different charges dependent on the way the customer pays. If the customer uses Paypal their is a different charge than if they are to use a credit/debit cards etc

Some agreements related to PayPal are such that charging afee for using paypal (specifically the fee that is expected to be paid by the merchant) are not permitted to be added on as a fee as far as I remember such discussions elsewhere in the forum.

Perhaps instead a discount could be added to the other methods? Don't know if that's the same thing or would be considered acceptable.

Click on the Plugins link at the top of this page, and in the search box enter "surcharge".
As noted above, most such modules also include a disclaimer saying that it's up to YOU to ensure that YOU are allowed to charge that surcharge according to the terms of the agreements YOU have signed with each payment provider.

Also be aware of any local regulations too.
Spain's recent consumer law update for ecommerce stipulates it is illegal to surcharge more than the costs the merchant incurs.
Not that anyone would be uncompetitive enough to do that. That would of course be pretty dumb but the law has other dumb things in it like the final payment button should say "order with an obligation to pay" or words to that effect ON THE BUTTON. Are there any other types of order?

I have spoken to Sage, they have said that in the UK you can still add a surcharge to your credit/debit cards

Update: This is for the UK only.
If you go to the BBC website there is an FAQ on this subject
