Order dispatch to multiple store locations for delivery

I currently have 4 retail locations in 4 different states. Each location delivers and ships regionally depending on the zip code that the order is going to. Close to the location we deliver and further away we would ship.

I'm trying to figure out if there's a plugin to have one online store but distribute the order to each location based on the zip codes serviced for each store. This would have to be dependent on the ship to zip code or by user entry upon entering the site. It would have to accommodate different delivery zones (similar to Seven-Zone Zipcode-based shipping module) or shipping; again zip code dependent

Ideally I would like an email notifier that there is an order directed to the respective location and individual login to allow only each store to retrieve their respective order. I would also like it expandable as I plan on adding a few more locations.

If there is nothing marginally available that can be modified maybe I will have to look at custom programming or customization of zen cart?

Another option is the CEON Advanced Shipper module. Not free but it will allow you to set up zipcode based shipping. It won't do anything for the second part of the requirement to have email notifications go to different places and allowing individual stores to see only their orders. That's gonna take a mess of coding I suspect.

I bought CEON Advanced Shipper a few years ago and used it on a former site. Worked well as I recall. That would solve some of my issues but still have many more to work through.
