Discount coupon box not appearing on payments page

I've created a new coupon, and the coupons module is installed and set to true.

Yet i still don't see anywhere to enter my coupon code on the payments page.. What gives?

I searched around a lot and couldn't find anyone with this issue, so i'm not sure whats going on.

Is this a clean install or an upgrade?

What add-ons are you using?

If you switch to the Classic Template does it work?

this is my production site, i believe it was upgraded to 1.5.1 from 1.4.something. I inherited it about 7 months ago, so its hard for me to tell whats been installed. I've installed the analytics extension, but that's all.

I'm seeing the discount code prompt on my test site with the classic template. It seems the discount code box is being hidden on my template. Can I check for it in a php file somewhere? Perhaps there is some code I could add to the checkout_payment page?

You could do a compare of the original template file and your templates and override file with something like Beyond Compare from scootersoftware.com to find what is missing/different between the two ...

Thanks for the tip! Beyond compare seemed to suggest something was different around line 80 of tpl_checkout_payment_default.php, and when i checked it out, I realized a bit of code was commented out/missing.

So i just pasted this in from the classic template:
