Blocked download, to a client only

Anyone know any plugin that blocking the only download to a client, I have to do the authorization manually.
I put in my store, freebie downloads, but I have this person who insists on not putting correct data (name: me, last name: myself, address: my address, city: mydown ...), and that this client is not knife buying, now I am authorizing the download of the other manually.

At first I did not want to block ID, only the download for this person.

Thank you, Alex.

If it is a free download, why do you need al that data.
Because if I purchase something or download something I only give real personal data if it it is really needed for the site owner to complete the transfer. Otherwise I fill in bogus info.
