Tax Adding Up for Entire Country

Hi,
I am having a issue where the Tax for the entire country is adding up. See picture below. It is including all of Canada's zones (provinces) in the tax rate. For the order in the picture below it should just be 5% tax instead its coming out at 153.092%.

Any ideas?

There's a setting in admin -> Locations / Taxes -> Tax Rates

If you edit these in priority order, does that help?

When you are in admin ->catalog -> Product Types -> Edit Layout settings

What value do you have for 'Product Price Tax Class Default - When adding new products?'
