Flat Rate Shipping per Item for Motor Freight

All my products ship by motor freight. I set up Flat Rate shipping and set it for $500.00. Worked great until I discovered that it means Flat Rate Per Order, not per item. If a customer orders 2 items, it only charges them one flat rate fee. I need it to charge one fee per item.
Is there a way to set it up as Flat Rate per Item, so it will automatically add the $500 to each item ordered?
To get around it, I have added a Shipping Option attribute that adds it to the price, but then the customer gets to the shopping cart and they see the extra $500 added to the price, then gets to the shipping page and Motor Freight is at $0.00. Very confusing for the customer!
