USPS update Sept 7

what do we need to do to upgrade to the new USPS?
I just got this email.....

September 7, 2014 USPS will be implementing changes and additional features to the Web Tools APIs. Detailed release notes are available on the USPS Web Tools home page at https://www.usps.com/webtools.
The CAT/staging environment is now available to developers for testing using your Web Tools user ID and the following URLs:
• Secure APIs: https://stg-secure.shippingapis.com/ShippingApi.dll
• Non-secure APIs: http://stg-production.shippingapis.com/ShippingApi.dll

Do i just use the link provided in the email or you guys will provide the download as you did before?
