Setting up downloads for free / Coupons

So i've setup the Zen Cart.
got the attrib set to >2 <4
so i've set the download to "free" place the order, but the order is set to 1.
go to modules, payment, free order, it's order is 0, and order status is delivered.
still doesn't update the order to delivered.
ok, tried to setup a coupon to make the item free, hoping that would get by it.
so I setup the coupon (it was working, now it's not :) )
(for the coupon portion of this, it now says coupon code applied, then takes me to paypal, and it is charging more, 9.99 base price of item, 13% taxes, coupon code for 11.29, has free shipping. Paypal amount being requested is 12.47)
so either way, A, coupon isn't working any more obviously, seemed to be when i setup paypal, it stopped working.

but even when it worked, it still didn't update the order status, and i am still unable to download the file.

2 and <4 means that the status must be 3... Unless there is an equals sign missing in there. If delivered status is anything other than 3 (again assuming that the above is true) then the product cannot be downloaded... Unfortunately to me delivered doesn't mean anything when comparing to the above attribute requirements not to mention that the title of a status number can be changed...
