Show Payment Method ONLY if Previous purchase

I would like to make everyone who makes their first payment use payment method A, but, if they are logged in and have a previous purchase then I would like to offer payment method A AND payment method B.

Does this functionality exist without having to code it in myself?

Ideas?

I'm comfortable editing any files.
