Create a zone for everywhere except US and Canada.

We are having some trouble with overseas orders and credit cards. We would like to start requiring customers to pay by check/money order if they live outside the US or Canada. How do I set up a zone for ALL OTHERS and include everywhere except US and Canada?

Is there a way to show the Payment Method description below the Payment Method title on the checkout page (Step 2 of 3 during checkout)?
I would like to give a little more info on why there is only a check/money order option for international.

Would expanding on the define for:

define('TEXT_SELECT_PAYMENT_METHOD', 'Please select a payment method for this order.');

Be of benefit to you?

Using your example, I found this define and changed it to fit my needs.

define('MODULE_PAYMENT_MONEYORDER_TEXT_TITLE', 'Check/Money Order<br>International Orders must pay using Check or Money Order.<br />Orders will ship as soon as payment is received.');

Works just as I needed!
