Reviews Sidebox HTML Links Bleeding Over Into Sideboxes Below The Reviews Box

The html link bleed-over and jumping screen both disappear when I turn off the Reviews Sidebox and disable the scrollboxes in Manufacturers, Genres, and Record Companies Sideboxes.
May be separate problems...but may be not?
I have a fresh install (this week) with no plug-ins. My servers are on GoDaddy and meet or exceed the installation requirements...as I mentioned earlier.

My new test cart (1.5.3 hotfix) has the right column completely disabled.

Most of the .css has been stripped away to let the browsers native programming handle font size and link colors.

I have installed the CUSTOM TEMPLATE system and I have attached the files I have changed.
It seems only one attachment is allowed...so I'll attach configuration files in a reply to this.
