Skrill add on

I have managed to get a new skrill payment method from another site (German) after much searching.
Would I be allowed to add it to the plug in section ,or get it done another way

If it's licensed under GPL, sure.
If it has no license, you might want to contact the author to ask, or determine the license via the website you got it from.

it does look like it has a GPL
