StorePickup & Tax

The cart needs to be able to charge tax when there is store pickup chosen but not affect taxing the orders of other shipping methods. I'm having difficulty with setting it up like this. any ideas?

Maybe I do not understand the question right, but you can set a tax zone for each shipping module in the module setup screen

Perhaps I'm not understanding the question right either, but I can't imagine any situation where it would be legal to charge tax on pickups only. Care to elaborate?

Sometimes he gets orders from out of state and they come to his state and pickup. Those ones need to be taxed even though the billing and shipping addresses are not from the sellers state. So all store pick-ups need to be taxed regardless of where the customer is.
