checkout is processing cheapest way

when a customer is at checkout and chooses a different shipping method and immediately confirms the order, with out waiting for the screen to refresh with their new chosen shipping method, original shipping method (Cheapest Method) is passed to paypal. Dont like this behavior, need to change this. any suggestions?

Maybe some sort of timer on display/enablement of the submit button, or turn off the option to choose the cheapest which would/should require them to pick a method...

where would that setting be located?

ok, something doesn't smell right....I would need to see the checkout process in question.
Normal Zen Cart the first page in the checkout process is too select the shipping method, then you go to the payment page, then to the confirm page...then you go to paypal......unless of course you are running numinix's fast and easy/one page checkout, where it might be possible to select a shipping method and quickly punch the confirm button before the ajax can refresh
