Attributes File and Text options not showing in drop down

Zen cart new clean install of 1.5.4 via Cpanel with my hosting company hostm
PHP - 5.6 (can be changed to earlier version if needed)
MySQL - MariaDB 10 or newer (Supports MySQL databases)
Addons CEON URI mapping, Pay Pal
Template Hope - Free Zencart Template

I am attempting to add a file upload to my products. After creating option name Upload Image with the option type file sort order 1 it does not display in the drop down list. I tested and either does option type Text - the rest Dropdown - Radio etc.. will show upon clicking insert. I have looked through the posts tried some of the solutions in the posts like rebuilding the tables through the Install SQL patches and still have the same problem. I have disabled CEON and tried creating that field with the option type file with no luck.

Any direction to what else to try would be appreciated. I need to get this working to get my site up and going.

Update Attributes File and Text options not showing in drop down. Did a fresh install of 1.5.4 in a new directory to see if the problem was in the install. Tried to add the file option type and had the same problem.

What dropdown list are you referring to?

Could you provide more detail about what you have done, including which screen(s)/menu(s) selected in which order?

I was able to add a filename upload to a product without issue on the admin side and then verified present on the store side.
