Error in taxes in the shipping

Hi everyone and Merry Christmas !!
I have a problem with taxes:
Apparently everything works perfectly, but the end result encounter an error.

I have done a simulation of purchase for a shipping within the European Union.
It calculates the amounts and tax of the product.
If I press the button "Calculate Shipping" I get the sum of the shipping with taxes included. (picture1)

Continue with the purchase process and the calculation of shipping, plus the tax is correct. (picture2)

But at the end of the buying process observed that adds product price (with tax included) but transport costs are shown in their net price, excluding taxes. (picture3)

The tax rate is 21%
So the bill is shown as:

Yikes! That version of Zen Cart is so old, I'm not sure where to start ... other than to give you a non-answer to your question, suggesting that this is a good time to upgrade (given that Zen Cart v1.5.5's release is imminent).

Absolutely! You should consider, though, ***rebuilding ***your shop instead of upgrading. There have been a lot of changes since v1.3.7.1 was released.

That's all very well, but I have exactly the same problem with a brand new clean install of ZC 1.5.5.

@hairydog, how exactly-the-same is your issue? What shipping method are you using? What is your store's settings for Configuration::My Store:: Display Prices with Tax? What order totals are installed?

Shipping method: Table
Display prices with tax: False
Display ... in Admin: False
Basis of product tax: Store *
Basis of shipping tax: Store *

*This is not the correct setting for UK VAT, but it should still work!

With a product costing £10.00, delivery £9.95, VAT 20% it says:

Subtotal £10.00
Table Rate (Best Way) £9.95
Standard Rate VAT £2.00
Total £19.95

If I switch it to basis Shipping both for products and for shipping, it seems to work properly:

Subtotal £10.00
Table Rate (Best Way) £9.95
Standard Rate VAT £3.99
Total £23.94

Thanks for that update, hairydog, that looks like sufficient information to reproduce the issue. I'll report back a bit later.

Update: What tax-class do you have assigned to the table-rate shipping method?

Update2: What is the zip/post-code that is assigned to your store (Configuration->My Store)?

The issue appears to be within /includes/modules/order_total/ot_shipping.php. Within that file, starting at line 50 (Zen Cart 1.5.5) you'll see:

The processing when the shipping module's tax-basis is "STORE" requires that the order's shipping or billing address be within the store's default zone; otherwise the shipping cost is 0. That "maps" to the description you've provided.

The tax class is "Taxable Goods"
Configuration / My Store doesn't have a zip/post code field. It only has Country (United Kingdom) and Zone (United Kingdom)

On checking, I noticed that in "Zone Definitions - Taxes, Payment and Shipping" it said "United Kingdom" in Country and "Please Select..." in Zone. So I selected "United Kingdom" which made it consistently wrong :( Not only did it not calculate the VAT, but the £0.00 line was labelled "Sales Tax" instead of "VAT"

So I went back and re-selected "Please Select..." and it works OK with the "Basis of tax" both set to "Shipping"

I'm not sure what is going on, but perhaps this helps identify the problem.

That would be my assessment as well; I'm hoping that one of the Zen Cart devs will "step in" and let us know what functionality was intended when the the shipping tax basis is set to STORE.
