SubCategories isn't showing.

I have a category called "Fountains" then 2 sub categories 1 (Indoor) 2(Outdoor). When I click on the Fountains usually in the middle will show to separate categories with pictures. Put it doesn't show or works. How can I fix this?

The store isn't live on an actual server. It's on my local computer.
