STRICT ERROR REPORTING IS ON message not going away!

Hello, I deleted the configure file and local folder but the message "STRICT ERROR REPORTING IS ON" is not goign away! This is driving me insane! Why?!

Well, would have suggested to do a search of the site files using the developers toolkit, but without a configure.php file not sure if will be able to get there... Okay, not entirely true, but certainly is overkill to try to resolve the issue... Have you checked inside of the top of the index.php file or within includes/application_top.php?
