Restriction on some products in some countries

I thought this might be possible but now I'm not as sure...

A client has some items (but not all) in their store that can not be shipped outside the US due to copyright restrictions. I thought it might be possible to accomplish this with geo zones and shipping somehow. But now I'm not seeing any way to apply different shipping options on a product by product basis.

Am I overlooking something? Any advice or pointers towards where this may have been addressed previously would be super helpful!
