v154 french language instalation problem

Hi, I have recently installed zc 154, I have now installed the new language pack as follows

includes/templates/template_default/images/(images)
includes/templates/template_default/buttons/(french)
includes/languages/(french)
includes/languages/(french.php)
admin/includes/languages/(french)
admin/includes/languages/(french.php)
email/(fr)

I have gone into admin localization languages new language and filled in the page as follows
name French; code fr; image icon.gif; Directory french; sort 2

There are three problems, no icon, blank admin page when I try to change languages and blank main page when I click the french button ( no flag though),
and I am sure they are easy to fix but I cant see how, I have read through the forum and found out that I dont need to re-install to find the admin page I add &language=en at the end of the title bar, (works wonders!!) and I have read the zencart blank page help but I do not really understand what the error log is trying to tell me.
I have copied some of the incudes/languages and templates folders and files into my own template folders but this has not helped

Does anyone have any advise

I have gone to my hoste looked in the file logs found the file errors 12/2/2016 and found the last entries;

For security reasons I have changed the admin file name in the script above to admin,

Something to do with the **meta_tags.php **file -> ** failed to open stream: Permission denied **

.htaccess pcfg_openfile: unable to check htaccess file, ensure it is readable

Be sure that the file it's there, and that is has the right permissions.

Thank you every body for your help and your informative comments, I have found the problem to be simply permissions, I had not changed them!!! This simple problem has helped me learn so much about using zencart, I have read the pages mentioned in this thread and will instigate all the points that are relevent to my store.
