Need HELP! Customer login page submit button is missing

Long story short, My website was hacked and all items that I was selling was missing, My host said he would fix the problem, he removed my entire site version from 1.3.9 to 1.5.4, I thought all was good until I tried to create a mock sign in and there is no submit button, for some reason my host is not returning my emails which is not like him, I have no clue what to do, I am don't know anything about coding or where to even go in Cpanel to fix this issue, I have searched google and other forms, however I am clueless. If this helps this is the email he sent me after finishing:

1. Removed the entire old site as it was way outdated and patched
2. Installed the latest version in the main directory, no more splash page
3. Added all the popular mods
4. Replaced the database altogether to avoid problems
5. Used the original template with some modifications for continuity

I saw on someone's thread that said do this: <div class="buttonRow forward" style="display: none;">

So...

Go to your zencart admin screen and under TOOLS menu, click "Developers Toolkit"

Then, put the text in red (above), into the final input field, select catalog/admin from the dropdown, and click the button.

And this is what mine's says:

As a stock install does not exhibit this failure you really need to get with the individual that upgraded your install

Unfortunately he's not returning my emails, since he updated my website he has not responded to me, so I'm pretty much on my own, that's why I'm reaching out for help.

You have a fatal error some where hence the partial white page and missing end of page.
Look in your logs folder for error logs, and paste the contents of the newest file. (remove any sensitive info like admin folder name etc)

Also remove the docs folder from your install, because now it was very easy to determine which version you are probably running.

Just to let you know I am very clueless with Cpanel although I am trying since all of this. I did go into the Template file TPI_module_create_account_php to see if I can find any errors in there but I don't have a clue what I'm looking for, didn't want to mess up anything so just left it alone.

I did go into the Template file TPI_module_create_account_php
Where was this file??

Try renaming that file to
tpl_module_create_account.off

Then see what happens

As a comparing tool I can recommend Beyond Compare. As for the file: The original file tpl_module_create_account.php is in includes/templates/template_default/templates/, and a copy which you renamed to includes/templates/template_default/templates/.old is in includes/templates/template_default/classic.
Since the includes/templates/template_default/classic/tpl_module_create_account.php does not exist any more, any modifications made to that file are also not loaded. So you need to compare those two file, and find out what the differences are. If you post the differences we may be able to help you further.
